Text from newspaper caption: Mmes. E. W. Raith, R. W. Gresser, A. C. Berquist and Clarence West, left to right, are members in the newly organized Council Presidents' Club of Los Angeles Tenth District California Congress of Parents and Teachers, whose founder is Mrs. Berquist, district chairman of hospitality. The organization met at her home for tea. They will function as a clearinghouse for council president's problems.
