Photograph of Edward Owen, secretary-manager of the Santa Monica Mountains Fire Prevention Association, pointing to a model of the Santa Monica Mountains. He proposed that the mountain peaks be paved with concrete to collect rainwater, which would be collected in reservoirs and tanks to be used for summer fires.
