Councilman Carl I. Jacobson of the Thirteenth district was charged with resorting to a room for immoral purposes and violation of the moral code as a result of a raid by the vice squad. He was later freed of charges and it was established that he had been framed. District Attorney Keyes was one of the first men to have spoken to the Councilman following his arrest.
