Text from newspaper caption: Civic leaders and public officials re-enacted the founding of the pueblo yesterday when Sheriff Biscailuz, portraying Felipe de Neve, gathered his band about him and allotted the plots of the ground about the Plaza. In the cart at left is Biscailuz while beside him is the Mexican Consul Ricardo Hill.
